La Revue d\u2019\u00e9tudes mitterrandiennes consacre son deuxi\u00e8me num\u00e9ro \u00e0 l\u2019exploration des connexions entre l\u2019essor de la sph\u00e8re de la communication en France et les politiques men\u00e9es par et sous la pr\u00e9sidence de Fran\u00e7ois Mitterrand.<\/p>\n<p dir=\"ltr\">L\u2019industrie fran\u00e7aise de la communication conna\u00eet, au cours des ann\u00e9es 1980, une expansion sans pr\u00e9c\u00e9dent, d\u00e9passant largement les fronti\u00e8res du march\u00e9 national \u2013 comme en t\u00e9moignent les trajectoires d\u2019agences publicitaires telles que RSC&amp;G ou Eurocom <a href=\"https:\/\/www.zotero.org\/google-docs\/?Z0DNkM\" target=\"_blank\" rel=\"nofollow noopener\">(Martin 1992)<\/a>. Le paysage m\u00e9diatique, longtemps caract\u00e9ris\u00e9 par une relative stabilit\u00e9, est profond\u00e9ment boulevers\u00e9 par l\u2019\u00e9mergence de nouvelles technologies \u2013 c\u00e2ble, puis satellite avec TDF1 \u2013 et l\u2019ouverture au secteur priv\u00e9 <a href=\"https:\/\/www.zotero.org\/google-docs\/?mF7cjx\" target=\"_blank\" rel=\"nofollow noopener\">(Bourdon 1994&#160;; Chauveau 1997&#160;; D\u2019Almeida et Delporte 2003)<\/a>. Suite \u00e0 la multiplication des radios libres, et face \u00e0 leur mobilisation pour que la publicit\u00e9 commerciale y soit autoris\u00e9e, l\u2019\u00c9lys\u00e9e d\u00e9cide en 1984 de c\u00e9der \u00e0 ces revendications. Ce choix refl\u00e8te un v\u00e9ritable tournant m\u00e9diatique de la pr\u00e9sidence Mitterrand, dont les cons\u00e9quences sont encore plus visibles dans le domaine t\u00e9l\u00e9visuel. Plusieurs cha\u00eenes de t\u00e9l\u00e9vision voient en effet le jour au cours des septennats mitterrandiens&#160;: d\u2019abord Canal+ en 1984, puis La Cinq et TV6 \u2013 autoris\u00e9es peu avant les \u00e9lections l\u00e9gislatives de 1986 mais soumises \u00e0 plusieurs bouleversements dans les ann\u00e9es suivantes \u2013 et, enfin, la cha\u00eene franco-allemande Arte, cr\u00e9\u00e9e en 1991. La pr\u00e9sidence Mitterrand est aussi marqu\u00e9e par une mondialisation culturelle accrue qui se traduit par l\u2019arriv\u00e9e des feuilletons et films am\u00e9ricains sur les \u00e9crans de t\u00e9l\u00e9vision fran\u00e7ais. En r\u00e9action, les gouvernements europ\u00e9ens mettent en place une politique des quotas (d\u00e9crets Tasca) dont les effets sur les programmes audiovisuels doivent \u00eatre approfondis. Dans ce cadre, l\u2019agence Havas conserve un r\u00f4le central dans les politiques communicationnelles et audiovisuelles de l\u2019\u00c9tat, et ce, m\u00eame apr\u00e8s sa privatisation en 1986 <a href=\"https:\/\/www.zotero.org\/google-docs\/?RYDNvH\" target=\"_blank\" rel=\"nofollow noopener\">(Lefebvre 1998)<\/a>.<\/p>\n<p dir=\"ltr\">Si l\u2019\u00c9tat avait d\u00e9j\u00e0 assum\u00e9 une fonction communicationnelle explicite avec la mise en place, en 1976, d\u2019un dispositif ad hoc \u2013 le Service d\u2019information et de diffusion (SID) \u2013 son maintien par le gouvernement socialiste en 1981 en a renforc\u00e9 la p\u00e9rennit\u00e9 institutionnelle et la l\u00e9gitimit\u00e9 politique. Les deux septennats mitterrandiens se caract\u00e9risent par un recours croissant aux campagnes d\u2019information, d\u00e9ploy\u00e9es \u00e0 tous les niveaux de l\u2019action publique \u2013 du local au national \u2013 et g\u00e9n\u00e9ralement mises en \u0153uvre par des agences de communication via la m\u00e9diation du SID <a href=\"https:\/\/www.zotero.org\/google-docs\/?7cdKIH\" target=\"_blank\" rel=\"nofollow noopener\">(Ollivier-Yaniv 2000&#160;; Guigo 2016)<\/a>. \u00c0 l\u2019intersection de la fonction publique et du marketing, un march\u00e9, mais aussi une expertise, se structurent, contribuant \u00e0 la consolidation de savoir-faire professionnels et scientifiques dans les domaines de la \u00ab&#160;communication sociale&#160;\u00bb <a href=\"https:\/\/www.zotero.org\/google-docs\/?CBPC5k\" target=\"_blank\" rel=\"nofollow noopener\">(Le Net 1988&#160;; Ollivier-Yaniv et Rinn 2009)<\/a> et de la \u00ab&#160;communication publique&#160;\u00bb <a href=\"https:\/\/www.zotero.org\/google-docs\/?gGIXJN\" target=\"_blank\" rel=\"nofollow noopener\">(Aldrin et al. 2014&#160;; Z\u00e9mor 1995)<\/a>.<\/p>\n<p dir=\"ltr\">Parall\u00e8lement, la communication politique fait l\u2019objet d\u2019une \u00ab&#160;professionnalisation&#160;\u00bb croissante, tant dans le cadre des campagnes \u00e9lectorales que dans l\u2019exercice ordinaire du pouvoir <a href=\"https:\/\/www.zotero.org\/google-docs\/?3WEVNR\" target=\"_blank\" rel=\"nofollow noopener\">(Holtz\u2010Bacha et al. 2007)<\/a>. Si les dirigeants politiques fran\u00e7ais ont commenc\u00e9 \u00e0 s\u2019entourer de conseillers en communication d\u00e8s les ann\u00e9es 1960 <a href=\"https:\/\/www.zotero.org\/google-docs\/?uMHp9E\" target=\"_blank\" rel=\"nofollow noopener\">(Chauveau 2003&#160;; Georgakakis 1995&#160;; Pozzi 2019)<\/a> et les partis avaient d\u00e9j\u00e0 entam\u00e9 un processus de professionnalisation interne <a href=\"https:\/\/www.zotero.org\/google-docs\/?ssvgIm\" target=\"_blank\" rel=\"nofollow noopener\">(Barboni 2008)<\/a>, les ann\u00e9es 1980 marquent une g\u00e9n\u00e9ralisation du recours \u00e0 des experts et \u00e0 des agences de communication par l\u2019ensemble des forces politiques, y compris par le Parti socialiste <a href=\"https:\/\/www.zotero.org\/google-docs\/?PqPprb\" target=\"_blank\" rel=\"nofollow noopener\">(Delporte 2007&#160;; Guigo 2020)<\/a>. Les dirigeants socialistes \u2013 au premier chef Fran\u00e7ois Mitterrand et Michel Rocard \u2013 s\u2019appuient alors sur des conseillers aux trajectoires hybrides <a href=\"https:\/\/www.zotero.org\/google-docs\/?dj13Sc\" target=\"_blank\" rel=\"nofollow noopener\">(Bazin 2011&#160;; Guigo 2016&#160;; 2017)<\/a>. Un march\u00e9 et une expertise professionnelle se cristallisent autour du \u00ab&#160;marketing politique&#160;\u00bb <a href=\"https:\/\/www.zotero.org\/google-docs\/?xV19FY\" target=\"_blank\" rel=\"nofollow noopener\">(Bongrand 1986)<\/a> et, dans le champ universitaire, de la \u00ab&#160;political communication&#160;\u00bb <a href=\"https:\/\/www.zotero.org\/google-docs\/?Nat5st\" target=\"_blank\" rel=\"nofollow noopener\">(Wolton 1989&#160;; Maarek 1995)<\/a>.<\/p>\n<p dir=\"ltr\">Dans cette perspective, une approche int\u00e9gr\u00e9e de l\u2019\u00e9tude des politiques de communication \u00e0 l\u2019\u00e8re mitterrandienne s\u2019av\u00e8re particuli\u00e8rement f\u00e9conde. Il s\u2019agirait de construire un cadre analytique coh\u00e9rent permettant d\u2019articuler les dimensions politique, institutionnelle, m\u00e9diatique et commerciale de la communication, en croisant les m\u00e9thodologies issues des sciences de l\u2019information et de la communication (SIC), de la science politique et de l\u2019histoire politique. Cette approche, amorc\u00e9e au tournant des ann\u00e9es 1990 \u2013 notamment dans les travaux consacr\u00e9s \u00e0 Margaret Thatcher <a href=\"https:\/\/www.zotero.org\/google-docs\/?5hh4sr\" target=\"_blank\" rel=\"nofollow noopener\">(Scammell 1991)<\/a> ou \u00e0 l\u2019\u00ab&#160;internationale publicitaire&#160;\u00bb <a href=\"https:\/\/www.zotero.org\/google-docs\/?pschL5\" target=\"_blank\" rel=\"nofollow noopener\">(Mattelart 1989)<\/a> \u2013 m\u00e9rite d\u2019\u00eatre r\u00e9actualis\u00e9e. Elle permettrait de d\u00e9passer les cloisonnements disciplinaires li\u00e9s \u00e0 l\u2019hypersp\u00e9cialisation des champs de recherche, tout en tirant parti d\u2019un acc\u00e8s d\u00e9sormais \u00e9largi aux sources primaires et d\u2019un renouvellement substantiel de l\u2019historiographie sur les ann\u00e9es 1980.<\/p>\n<h2 dir=\"ltr\"><strong>Cet appel \u00e0 contributions poursuit un double objectif&#160;:<\/strong><\/h2>\n<p dir=\"ltr\">1. Reconstituer le syst\u00e8me communicationnel qui sous-tend la gouvernance mitterrandienne dans toute sa complexit\u00e9. Il s\u2019agira de cartographier les acteurs (dirigeants politiques, fonctionnaires, professionnels, experts-militants, consultants) et les dispositifs (institutions, agences, campagnes), en analysant les interactions entre des sph\u00e8res distinctes mais interd\u00e9pendantes&#160;: partisanes, gouvernementales, m\u00e9diatiques et commerciales.<\/p>\n<p dir=\"ltr\">2. Identifier les sp\u00e9cificit\u00e9s de la politique de communication mitterrandienne, et d\u00e9battre de l\u2019existence d\u2019un \u00ab&#160;mod\u00e8le mitterrandien&#160;\u00bb de communication publique et politique&#160;: quelles continuit\u00e9s et discontinuit\u00e9s avec les pratiques des ann\u00e9es giscardiennes&#160;?
